Two years ago i made a citizen arrest outside of the Harbor Bar. History has a way of repeating itself. I saw an altercation this past weekend in the same spot.

you made a citizen’s arrest? how does that work? do you just detain someone until real cops get there.

Exactly. If the officer does not actually witness anything, and the victim doesnt want to press charges, then someone who did witness it can perform a citizens arrest, causing charges to be pressed.
